According to the MOKit source, MOKit is not based on PCRE. The README that comes with MOKit says:

This directory contains the version of Henry Spencer's Unicode-based
Regular Expression library that MOKit builds and uses. It has been
modified from the version found in the Tcl 8.3.2 distribution which
is where I got it. The unmodified source (from Tcl 8.3.2) is
shipped with MOKit in the folder named HSRegexp.

AGRegex is a cocoa wrapper round PCRE.
