No, this is simply not true. Automatic opening .dmg files fetched using the HTTP protocol is stopped when you switch off the 'Open "safe" files...' option but the auto-mounting of disk:... URLs is not. These disk:... URLs are handled by the finder and don't show up in the Safari downloads window. The disk image is put in a temporary location and removed once ejected.
