use the one in Language.strings since that's the one that the International prefs panel uses. cs.lproj for Czech.

"cs" = "D eE!tina"; // verCzech: Czech

% open /System/Library/PrivateFrameworks/IntlPreferences.framework/Resources/ Language.strings

on Mac OS X 10.3, the tooltip in the Language list edit sheet in the International prefs panel shows each language in English.
