YES! Yes, they can. Just not with Apple products. Grab GNUstep-base (aka Foundation) from our website, and GNUstepWeb from gnustepweb.org (this site is horridly out of date but the project is alive and well). GNUstepWeb is a WebObjects 4.5 clone for GNUstep, and AFAIR it also works under OS X. But it definately works with GNUstep *under windows*. Take that, you naysayers :)
