Hardly so, because there's a lot of apps out there that are simply not
localized at all. Their GUI is in English and their number formats are,
too, because they don't use locale-aware methods. So this is kind of a
default experience for every computer user.
Having English GUIs with German number formats *and* English GUIs with
English number formats on your computer at the same time only broadens
the confusion.
IMHO the decimal separator is *not* part of the locale the way
currencies or units are. It's more a part of the (written) language,
actually.
