When the "Personal Aide Help" menu item is selected from the "Help" menu in MainMenu.nib, Help Viewer.app comes to the front with a blank page. I need it to come to the front showing the html file residing at "English.lproj/PersonalAideHelp/index.html".

"Place a folder containing your help files in the Resources folder inside your application’s bundle. An HTML meta tag in must be specified on your help’s title page (the “AppleTitle” tag). Use Xcode to specify the two necessary Info.plist keys, which are CFBundleHelpBookFolder and CFBundleHelpBookName."

You have CFBundleHelpBookName, but not CFBundleHelpBookFolder. I can't test if this is in fact the problem, as the source you've sent does not build (it's missing a bunch of png images and at least one source file), but it seems to be the only thing missing.
