Ahhhhh... the "Download Software" section was not listed the last times I tried to access my account. All I had was the "Purchase" section where XCode was listed for $20.
I just logged back into my account, and the "Download Software" section is back ! Once again, I can download XCode for free.

I was really afraid Apple made the wrong decision to charge for the dev tools.
