Application.app files is exactly what JAR Bundler creates. Maybe the name is unfortunate, but it will do exactly what you want it to do.

Are you talking about the "JAR bundler" application that creates
double-clickable .app packages from Java classes? If so you can find it
under "/Developer/Applications/Java Tools"


You need to have XCode (Developer Tools) installed on your machine
though. It used to come on a CD with some Apple hardware, but you'll
probably want to get the latest version. If so, go to
<http://developer.apple.com> and register for a free ADC membership.
You will then be able to download the Developer Tools.
