I have a program in which I want to change the cursor when the user points at a button. I assume that this can be accomplished by using mouseEntered and mouseExited in NSButtonCell. How do I go about this?

Have a look at the docs: at the top of the NSView docs there's a couple of links:

Handling Mouse Events in Views
Handling Tracking-Rectangle and Cursor-Update Events in Views

The latter is what you want.
