Fortunately, I was able to get past this frustration.
I completely removed all traces of my IIProgressBar code to include the
inspector code and nib. Using IB, I created a new IB Inspector nib
from the IB project templates. I was then able to get everything to
work.
Perhaps this was the case of some nib file holding on to an older
implementation of my custom class? It could have also been the case
where I cloned an existing inspector nib and used that for the progress
bar nib. One can only wonder. I'm just happy now that I have a
working recipe as I'll be adding three more custom classes to my
palette soon.
