LSUIElement does not work as documented?

Is LSUIElement supposed to be working on Mac OS X 10.2.x?

From what I'm seeing:

- the Application is shown in the doc when launched via NSWorkspace or LaunchServices from another application. When launched from a Login Item (or Startup Item if you prefer the incoherent name in 10.3), it works OK.

- Windows belonging to this application are not displayed.

Tests made on Mac OS X 10.2.0 and Mac OS X 10.2.8.

The documentation (http://developer.apple.com/documentation/MacOSX/Conceptual/ BPRuntimeConfig/Concepts/PListKeys.html#//apple_ref/doc/uid/20001431/ TPXREF136) is not stating this shall behave differently on Jaguar.
