Cocoa Java is just a couple of bridges that let Java programs talk to the ObjC libraries. So, whenever there's a new version of Cocoa, the java folks will get new stuff as well.

Apple have also been improving xCode's support for Java, and the web site on xCode 2.0 promises more improvements for xCode's Java support.

So, I think the answer to your question is 'yes they will' and 'yes they already did'. With every .1.0 update step we pretty much got a new Cocoa version. Why should this change now?
