Project Builder broken

As a follwup to my questions about PB not working after I moved a project, I have now discovered that PB won't build or clean anything. I tried creating a new project with the default Java Tool (a "Hello World" app) and it wouldn't build that either.

I then tried installing the Dec 2002 upgrade, but nothing seems to have changed.

Should I trash my entire Developer's Package and start from scratch, or is there something else to be done at this stage?
