IBPalette weirdness

I've made a palette for my framework and am experience some weird
problems with it as its own target in my project. The project was
made with the framework template and I added a new Bundle target.
However, I also created a new project based on the IBPalette template
and ensured that every last setting in the build options was the same
between the target in my Framework's project and this fresh target. I
also used the exact same files. When I load the palette that was made
in its own project everything works fine. However, when I try to load
the palette in the Framework's project, I get an error: Open Palette:
Unable to load palette <name>.

Now here's the interesting part: a diff revealed that all the files
are exactly the same, except for one, the file CMSPalette in the
Contents/MacOS folder. I copied that file from the working palette
bundle to the one that doesn't work and guess what? It STILL won't
load. Now, every last file is 100% the same between the bundles but
the one works and the other doesn't.
