You shouldn't need to do anything different. Apple Help is Apple Help, HTML is HTML. Just follow the instructions on creating a help book and registering it in your Info.plist and you'll be fine.

Assuming you've got everything included and registered properly in the plist, the Cocoa-default "Help->[appname] Help" menu item should work automatically.

If you want more complex stuff like going to anchors programmatically, you'll have to use Carbon calls.
