Best way of getting /Library/Preferences paths?

I want to put files in /Library/Preferences/ and ~/Library/Preferences.

Now I could simply hardcode these strings, but if there is some better way of accessing these folders then I suppose that would be better.

I know I could query for all folders in the /Library folder, but that only takes me so far. I've been looking at NSFileManager and NSPathUtilities.h but haven't been able to find anything better. Have I overlooked something?
