There are 3 places. The FCP docs contain the info you need to write
filters and transitions using the built-in FXScript scripting
language.
You can look at the QuickTime documentation for writing QuickTime
effects. However, FCP has some *very* long standing bugs you'll have
to work around. Write me off list if you want details. They're easy
to work around, but not obvious to figure out on your own.
The other option is to write an After Effects plugin, which has the
added advantage of working in After Effects, Combustion, and Motion.
Note, however, that FCP cannot provide a custom UI element very
easily with any of these methods. It's only possible with AE plugins,
and even then, it doesn't work very well in FCP. (It works fine in AE
and I'm told in Motion, and works OK in Combustion.) You can download
