Changing toolbar after window resizing does not relayout the tools on the toolbar

I have a window where I change toolbars as the user changes tabs in the main tab view in the window. If I resize the window so the width changes and then change tabs, the new tab still uses the old window width. The main effect is that the tool on the far right next to a flexible space is in the wrong place. If the window got bigger then the extra space on the right side of the toolbar is not cleared. If the window got smaller then the tool is off the right side of the toolbar.

It seems as though the toolbar remembers its old size and does not recheck it each time it is set as the window's toolbar. If I change the toolbar in a way that changes its size (like making it not visible and then visible; or changing from no labels back to labels; or changing to small size and back to normal size) then everything is okay again. But all of this changes cause the toolbar to change visibly and then go back again and are distracting and irritating. If I just set it to visible when it is visible or set it to the same size, the system figures out that no change was really made and does not relayout the tools.

Is there some other way to force the toolbar to recheck the size of the window and relayout the tools on the toolbar?
