Scott is right. You could check out GNUStep and CYGwin, though. They
might not provide an ultimate solution, but they may allow you to
quickly develop an intermediate working solution, before developing an
native Win32 port.

This isn't a simple thing. I don't think a tutorial could do what you
need. Cocoa is quite different from Win32 in many respects, and you
might find you have to write a lot of stuff from scratch.
In reality, you probably need to learn Cocoa first.
