I have created a keyboard layout (ModcapUnicode.keylayout) and a font (ModcapUnicode.ttf) for a special set of characters with codepoints in the Unicode Private Use Area, U+E620 to U+E67E and U+E6A0 to U+E6FE.

With the ModcapUnicode key layout and font installed and selected, depressing each of the printing keys or spacebar with modifiers (none, shift, option, or option-shift) -- displays one of 190 characters correctly EXCEPT for "2"; depressing the "2" key with no modifiers displays a "1", not a "2".

To try this out:
1. Install the layout in /Library/Keyboard Layouts/;
2. Install the font in /Library/Fonts/
3. Log out and in again to get the layout compiled;
4. Go to the International System Preference and check the checkbox to the left of the Keyboard with Name ModcapUnicode;
5. Launch TextEdit; create a new document; select ModcapUnicode menu item from the menu that (probably) shows an American flag; hit cmd-T to bring up the Font selector; select ModcapUnicode; type "123". Read'em & weep.

Attached is a zip file containing ModcapUnicode.icns, ModcapUnicode.ttf, and ModcapUnicode.keylayout.
