Well, what does the console say? Does it print any error messages? Are you using
any hardcoded path names (sorry to ask ;-)) which could prevent your app from
finding some resources it needs (Frameworks, Images, however unlikely)?
Can it be executed from the shell, ie. go to the app's Contents/MacOS directory
and run the executable itself? Does that print anything?

Sorry if this seems like a simple question but I am having trouble

developed on.  The application also does not run from my own machine
if I copy it to my spare drive.  The program is being built with
10.3.8 and I have tried changing the Mac OS X deployment target in the
target info but that did not seem to change anything.  This
application includes the CoreMIDI,Cocoa,Foundation, and AppKit
frameworks.  Any suggestions?  Ultimately I would like this app to run
on everything from 10.1 up because the application an update utility
