It's actually called "Xcode".

dyld: Library not loaded: /usr/lib/libstdc++.6.dylib Referenced from: /System/Library/PrivateFrameworks/ DevToolsCore.framework/Versions/A/DevToolsCore Reason: image not found

For some reason, your system doesn't have libstdc++ installed. That's a pretty important system library under Tiger, so I'd recommend you perform a clean reinstall of the OS using the "archive and install" feature.
