Sorry all for wasting time.  Solved.  I should have looked
much closer at the integer value -2147482599 which is NOT
arabic, but rather, DOS Arabic, because we were converting
RTF charset 178 (Arabic) to DOS Arabic instead of Windows
Arabic.  Just the idea that there is such a split is insane,
but that's another story.
