I know that the dcmp resource is the decompression function associated with the compressed resource, but I don't understand how it could be unsupported.

Simply, Mac OS X doesn't support loading arbitrary decompression functions from 'dcmp' resources. It only supports a fixed set of resource compression formats, and this isn't one of them.
