Where is this UI list? I could not find it in at lists.apple.com.
Is it specific to cocoa? Does this mean that we should discuss all
custom UI elements there?

2. Use a different modifier key -- the OPTION-CLICK combo is well
and long-term documented to hide the active application while
switching to the background app in whose window the user has
just clicked. Try the CTRL or CMD or even a combination of
two or more of these....
