Creating a "Toolbox" program

I'm trying to create a sort of "toolbox" program for iTunes. I don't want my program to have a UI of it's own. Instead, it displays windows and dialogs in front of iTunes' own windows. When iTunes is sent to the background, my program's windows should go with it (or disappear, I suppose). And when iTunes is brought to the front, my program's windows should come too.

Does anyone know how to do this?
