NSScrollView not responding to mouse-down events

I have an NSTableView with its typical enclosing scroll view. The scroll view has a vertical scroller and no horizontal scroller. From time to time, the scroller will quit responding to mouse events in the slot, on the knob, and on the up and down arrows; the scroll view still scrolls in response to keyboard events in the table. What puzzles me is that the scroll view stops responding suddenly -- it doesn't happen when I change focus to another responder. To wit, I can click the down-arrow until the knob "bottoms out" at the end of the scroller and then the up-arrow won't work anymore; it doesn't even appear to depress in response to mouse-down events.

Any ideas?
