JPEGs didn't have this problem.
Not sure if you are aware, but Preview's Preferences might be
overriding everything:
[Images]
Default Image:
Actual Size
Scale large images to fit window
Respect image DPI for "Actual Size"
Yes, aware. We chose "Actual Size."
