Keyboard Localizations

Hello,

I am trying to mimic the functionality of the Apple keyboard viewer and would like to discover how physical keyboard keys are tied to different characters in different localisation. Eg, how can I find out what character the key "a" will trigger when in the Russian or Japanese localisation without actually pressing the key?
