Detecting modifier keys when app launched from Dock

iPhoto is able to run a special panel if you hold down the Option key while clicking its icon in the Dock. I'd like to implement this kind of special behavior, but am not sure how to detect when a modifier key has been held down during a Dock launch.

Does anyone know how this might be achieved?
