This sounds like an issue with Pages.  Pages uses a system whereby portions of the text are labelled with the language to be used for spellchecking; the popup in the spelling panel is ignored.

"Multilingual" is an option provided by Apple's built-in AppleSpell spellchecker; as such it can make use only of the spellchecking available within that spellchecker.
