Possibly.. I guess it depends on why you're using it.

2) where should the environment variable be set up... i.e. .cshrc

There's a special place you can put a plist to set up environment variables for all your apps. I think it's ~/.MacOSX/environment.plist, although I could be wrong. However, there is a nice preference pane you can use to set this up: <http://www.macupdate.com/info.php/id/14617>
