The guidelines actually explicitly state that you should use "two or three uppercase letters", so the limit would be 17576.

Sorry for going a bit off-topic, but wouldn't that be 18252, since you have 26 possibilities for the first letter, 26 for the second letter, and 27 (one of the 26 letters, or nothing) for the third letter?
