License server

I wonder, why Apple doesn't provide a centralised license server
for (Cocoa) applications.

I'd like to see such an app, since it would be more or less useless
for a user to just remove a central license file, since the user
would kill all installed licenses at once. Thus, a central license store
seems 'stronger' to me, as several app specific license files.

Am I wrong?

Does someone know, if such a piece is about to be released?
