login item for all users

Is there any way to create a login item for all users? I know I can add
it to ~/Library/Preferences/loginwindow.plist for the currently logged
in user, and that I can put it in /Library/StartupItems/ to have it
launch at computer startup, but it would be much easier if I could have
it launch only at login, but for each user. Is there any way this can
be done? I tried creating a loginwindow.plist file in
/Library/Preferences, but this did not work.
