You know you're having a bad day when you end up posting a question to the list and coming up with the answer yourself mere minutes later.
Sorry for all the noise on this one. The reason I didn't find any keys with 'delay' is that I never adjusted the initial delay value from its default. When doing so, a new key 'InitialKeyRepeat' shows up. I believe it's value is also in ticks.
