Does it really? Or does its window only? I've been seeing some problems in
Cocoa where an application comes to the foreground, iow its menu bar becomes
the active one, but its windows do not come forward. I haven't been able to
really characterize the problem, except that it is happening with Cocoa
windows in a Carbon app.

This is a long way from your situation, but do be aware that in some
circumstances you can wind up with a frontmost window that does not belong
to the foreground application. (IIRC the frontmost window does lose focus
and is not the main or key window, there is no main window in this
situation.)
