CoreAudio is good for all of those things.

MTCoreAudio is AFAIK the best Obj-C wrapper on CoreAudio's audio in/out functionality:

You will probably have to extend it a little bit to get the "experiment with some algorithm" part of your requirement. Though if you want to just experiment with some algorithm, I suggest that you learn to write CoreAudio AudioUnits and then you can use any app which supports them to play with your algorithm.
