Inputting characters with Control key

Hi!

I would like to make a Cocoa (or Carbon) application in which the user
can enter special characters with Control key, e.g. Ctrl-T, and a
special symbol should be displayed
in a NSTextView or NSTextField.

I have already made a custom font with glyphs for low ASCII values.

Can I do this with changing key bindings or subclassing NSInputManager,
or some other way?
