PROBLEM: when I try to create an interface in IB (2.4.2), I eventually get a dialog from within IB
saying that my file has been renamed (to my filename followed by tildes). I've tried saving
to this name and saving to a new name, but when I try to open the files again, IB says
it can't. Worse, if I save to a new name, that file doesn't actually get created.

This sounds rather odd. My gut instinct says that IB is probably choking on some odd characters in one of the pathnames. Make sure your project file, the files in the project and any folder above them have names that don't contain any special characters beyond the standard latin alphabet. Maybe you have some odd character somewhere in there that causes it to barf?
