Are these users using Panther? I think there was a bug in Panther
where loading certain resources at application startup would randomly
cause a deadlock to occur in a private AppKit function call, making
the app bounce in the Dock but not launch. In one app I worked on, it
was related to the toolbar, but it's been a while and I don't
remember the specifics. I haven't seen this problem occur under
Jaguar or Tiger, though.
