Actually, it seems also to be in /Library/Preferences ... A spotlight search for "globalpreferences" yielded these two and a third (.GlobalPreferences.randomhex.plist) in ~/Library/Preferences/ ByHost ...

It's a dot-file, which might explain why it was hard to find. It's in ~/Library/Preferences ...

I found it by making a smart folder (in Tiger) to show me all files on "Computer" with "Last Modified Today" and "Name Ends With plist", sorted by date.

I then launched System Prefs and changed the scroll bar 'jump to here' setting. Back in the smart folder, ".GlobalPreferences.plist" appeared at the appropriate time, then disappeared a few seconds after (odd). I refreshed and double-clicked the file before it went away again. It does seem to contain the scroll bar scrolling settings.
