Possibly to reproduce one of the features of TinkerTool, which makes available a scrollbar behavior setting that is not available in System Preferences -- namely, to have a pair of arrows at each end of the scrollbar. That's the setting I use, because sometimes my mouse is closer to one of the scrollbar than the other.

But only the OP knows his reasons for sure...
