I want to write a cocoa app to capture this data. Is
there a way to use the USB port and pull the data into
my app? I know nothing about USB.

First you'll need a USB Serial Adapter (like those from Keyspan: http://www.keyspan.com/products/homepage-Serial.spml).

There are some examples on Apple's site about how to access serial ports.

Or you might try these classes of mine:
