Determining if a file is still being copied

I need to determine if a file in a watch folder is currently being copied
there by the Finder (or even another application). Once the file is fully
there, I need to take some actions on the file.

Is there a way to tell if a file is currently being copied to its
destination, other than by looking at the destination file's byte count or
the like for changes?
