applicationWillFinishLaunching not being called

I don't normally program in Cocoa and I don't know much about it. I wrote this simple Cocoa app about a year ago and now it's broken. I can't get the applicationWillFinishLaunching delegate to get called. Is there something I didn't do in IB maybe? The app used to work but it's been so long I don't know what I did to break it. I even tried starting with a new Document based app and just adding the applicationWillFinishLaunching method and that doesn't work.
