Docoa Browser doesn't work under Tiger.
Is there either:
1. a Docoa APPLICATION (not project) that DOES work under Tiger?
1.1. If so, what DATABASE is required for the app to work correctly?
2. If not, does there exist any other documentation of the Cocoa API that will allow one to look up a method, without necessarily knowing just what class it's a method of?

There's the Documentation page under the Xcode Help menu. Pretty powerful.

There's also my app AppKiDo: <http://homepage.mac.com/aglee/ downloads>. You can type a partial method name and get all method names with that as a substring, regardless of class. The current release has a known crashing bug that I'm aware of, that occurs in a specific situation. I think I will have time soon to fix that. Until I do, I believe the app is still quite usable -- certainly for the purpose you describe.
