The control is regular size.
Considering the other replies, I'm chalking this one up to apple bug,
although it's not certain if this is an IB bug or a
NSSegmentedControl bug (sounds like IB?). I suppose I could construct
an equivalent segmented control in code and see what happens, but oh
man I'm too lazy for that.
