kerning broken on Tiger

Tighten/Loosen Kerning in NSTextView seems broken on Tiger (at least on 10.4.1). If the selection doesn't include the first character on the line nothing happens. If the selection does include the first character it appears to work normally. I noticed it in my own app, but it is reproducible in TextEdit on the two machines I have here.

I filed a bug.
