I read the docs over and over and saw that notification but I don't
think that "rate" was clearly explained. I could be wrong, but you
have probably just cleared this up for me. I thought that it was
intended to describe fast forward/slow motion situations; I guess I
ignored the obvious.

Have you tried looking for QTMovieRateDidChangeNotification?
Starting a movie would be equivalent to changing the rate from 0 to 1.
